The Office of the Assistant Secretary for Health, Office on Women's Health (OWH) at the U.S. Department of Health and Human Services administers grant programs to support innovative projects to address critical women's health issues. Opportunity Title: Pregnancy and Postpartum Hypertension Control Initiative

The Office on Women's Health (OWH) anticipates the availability of funding for an implementation and scaling project to build upon foundational work in managing hypertension by the HHS Hypertension Innovator Award (OWH), the Hypertension in Pregnancy Change Package (CDC), the National Hypertension Control Initiative (OMH, HRSA), the SMBP Forum and SMBP QI work (CDC), the CDC-supported National Hypertension Control Roundtable, and the HHS Federal Hypertension Control Leadership Council. The lessons generated from these endeavors will be deployed to achieve the current initiative's primary aim to accelerate nation-wide implementation of SMBP (self-measured blood pressure) during pregnancy and postpartum.

Opportunity Title: Improving Maternal Health through Addressing Endometriosis, Fibroids, and/or Polycystic Ovary Syndrome

This notice solicits applications to fund demonstration projects to implement and evaluate evidence-based interventions to comprehensively identify and treat endometriosis, fibroids, and/or polycystic ovary syndrome (PCOS) with an emphasis on addressing and reducing disparities in underserved communities.

The goals of this initiative are to:

  1. Develop a demonstration project that implements and evaluates one or more evidence-based interventions to comprehensively diagnose and treat endometriosis, fibroids, and/or PCOS, conditions which contribute to risk factors and inequities in maternal health outcomes in underserved communities. Applicants may focus on one, two, or all three conditions, but must address at least one of the three;
  2. Identify and track evidence-based outcomes to demonstrate improvements in early diagnosis and effective treatment of one or more of these conditions; and
  3. Transition a successful project to sustainability.

Opportunity Title: Reducing Maternal Deaths Due To Substance Use Disorder

This notice solicits applications for projects designed to strengthen perinatal (from conception to birth) and postnatal (up to 12 months after birth) support structures for patients with substance use disorder (SUD) and reduce deaths during the perinatal and postpartum time-period.

Applicants receiving funding will be expected to:

  1. Partner with hospital and community-based organizations to implement evidence-based interventions that strengthen perinatal and postnatal support structures for patients with SUDs;
  2. Create a technologically innovative education and outreach product to provide support accessible to perinatal and postpartum patients with SUDs at home and on the go to reduce triggers, decrease stress, and increase feelings of support, thereby lowering the chance of a return to drug use or overdose. This product should include education on the biological, emotional, and psychosocial milestones and struggles at each stage during pregnancy and the first 12 months following birth; and
  3. Improve health outcomes and reduce deaths among perinatal and postpartum patients associated with SUD.

Opportunity Title: Violence Against Women and Substance Use Prevention Initiative

This notice solicits applications that create a statewide pilot project to train substance use disorder (SUD) treatment providers on intimate partner violence (IPV) and address the intersection of IPV and SUD during the pregnancy and postpartum period.

Recipients will be expected to develop a statewide pilot project that includes partnerships with domestic and sexual violence organizations at the state and local level, and that will:

  • Incentivize SUD providers treating pregnant and postpartum women to be trained on identifying and addressing IPV;
  • Train SUD treatment providers to address IPV with patients and train IPV staff on SUD;
  • Identify, utilize, and disseminate best practices;
  • Integrate IPV and SUD protocols into medical practice;
  • Integrate perinatal and postpartum programs into existing substance use programs; and
  • Implement a process and outcomes evaluation to demonstrate whether there was an improvement in IPV-SUD health outcomes in the pregnant and postpartum period.

Opportunity Title: Addressing Eating Disorders in Adolescent Girls and the COVID-19 Pandemic

This notice solicits applications to fund up to three (3) projects focusing on adolescent girls at risk for eating disorders exacerbated by the COVID-19 pandemic. Each project will identify, develop, and implement an evidence-based intervention(s) aimed at detecting and preventing eating disorders.

Each project must:

  1. Develop and implement an evidence-based intervention(s) to address modifiable risk factors, encourage behavior change, and improve health outcomes in response to challenges posed by the COVID-19 pandemic;
  2. Create partnerships that integrate physical and mental health aspects of eating disorders among care providers, nutritionists, and/or community organizations to address gaps in care exacerbated by the COVID-19 pandemic;
  3. Create developmentally appropriate education and outreach for adolescent girls at risk for eating disorders; and
  4. Plan for transition of a successful project to sustainability.
